Bembas deputy of the leaders of opposition started opposing military groups in Masisi, Walikale and Rutchulu. This uprising has lasted about three years as on and off hit. This year 2008, it escalated into a full war after peace talks in Goma which was held last year failed. Who are involved in the war? General Nkundas forces, claiming they are protecting Batutsi population in Masisi against Intelahamwe supposed to be of the 1994 Rwanda Genocide where President Habyarimana was assassinated. The Intelahamwe run into exile in the Democratic Republic of Congo. In Eastern Congo, there is a Nationalistic army called MAI-MAI who claim to be defenders of the land of their ancestors. From immemorial, they have been defending the country against intruders. There are also an Amlagam of National forces which comprise of Kabila, Bemba and former Mobutu forces. These forces except the MAI-MAI have often been corrupted by money from Nkundas side. Nkunda is supposedly backed by the Rwanda government and the Democratic Republic of Congo government if contacting SADC countries (SOUTHERN AFRICA DEVELOPMENT CO-OPERATION) for support. MONUC the United Nations keeping force in Democratic Republic of Congo are accused of siding with rebel Laurent Nkunda for reasons not clear. At the moment, the MAI-MAI forces are increasing their residence against Nkundas forces. Results/effects of the war 250,000 population from Masisi, Walikale and Rutchulu have gone into Uganda through Kisoro. Other thousands whose number is not finally known have fled into Uganda through Ishasha/Uganda. D.R. Congo post and back to D. R. Congo through Kasese. Within the province of North Kivu, I have received the following report from people who have walked 170 Kms on foot to reach Butembo last week from Kanyabayonga. On ground facts People/refugees arriving from south of Butembo (Kanyabanyonga/Lubero) by 15th November 2008; 998 Households 3992 Population Details; Women 846 Men 176 Girls 1574 Boys 1396 Other Displaced people In Kilumba, Kaseye, Kayna and Kanyabayonga areas by 15th November 2008, 1000 households. Children have been counted as 502. Problems in the North of North- Kivu It has been noted that there are other rebels fighting the UN forces in the North of Beni. This fighting is in the province of Ituri, bordering with Uganda on Eastern and Northern with Sudan. Refugees have started arriving in Eringeti and Oicha all in North Kivu Diocese (North-Kivu Province). I have not yet ascertained numbers of households, population and needs. The problems of the welfare of these people are so great. Urgency There is need for immediate welfare and emergency support. There is need for the International Community to speed solution to the escalating deteriorating humanitarian situation by; Identifying reasons for war. Defining and implementing lasting solutions. There should be immediate blockage of the exploitation of minerals and other recourses from the Democratic Republic Congo by foreign forces. The role of the United Nations MONUC forces should be investigated against the suspicion that; They participate in an encouraging exploitation of the Democratic Republic of Congos economic resources.
