Congo is worse and critical. KIMYA 1 is an operation by Congolese and Rwandese militaries sent by Congo and Rwanda governments together trying to track the FDLR (Interahamwe) who live as refugees in North Kivu and South Kivu provinces since 1994.   KIMYA II consists to do the same operation by the Congolese army and Rwandese army in South Kivu province.   These two operations aim to force by guns the FDLR (Interahamwe) to go back to their country Rwanda , where they have committed genocide in 1994. Now six months since KIMYA I and KIMYAII started but without success.   Being angry with Congo and Rwanda governments fighting against them, the Interahamwe militias are now to revenge against the civilian people. From the forest, they  attack the villages by making ambuscades over roads; looting of properties, sexual abuse, killing and other kind of violence.  The following are some cases: 1.    On October 24th 2009, we have been victims of fighting between the Interahamwe against Congolese army at NYAMIRIMA RUTSHURU in North Kivu , where we visited the parishes for confirmation. Till now, there is no peace in many villages around Goma town.   2.  The night of November 21, 2009 the Vicar of the Anglican Parish of KAUNDJU / BUNYAKIRI, Revd KULOLA MULUME has been taken out to forest as hostage with other people by the Interahamwe, there they are tortured and nobody knows what will be their final sort.   3.    A great number of our Pastors and believers of RUTSHURU, KATANA, KALEHE, BUNYAKIRI, MWENGA, SHABUNDA and ITOMBWE are victims and displaced. They have leaved their Churches, their houses, their fields and have gone in displacement some where else to look for safety areas.   4.   We have a SOMA/UK conference at Bukavu town from 22 to 29 November 2009. All the Pastors are invited but some did not reached because of insecurity.   The political situation in North Kivu and South Kivu Provinces still be instable. One can see a confusion among the militaries. Different groups in the same army. FARDC (Congolese army), FDLR (Rwandese army), MAIMAI (people militias) and NGUMINO (Banyamulenge). These groups are fighting one against another for unknown reasons, thus the civilian people are victims. Now Congolese are wondering what is MONUC?s role in D.R. Congo while such situation is happening and they can't react? I would like to suggest the following measures for urgent action and prayers: 1. That MONUC?s mandate should include to protect the population and not to be observers only, their role in Congo should be reviewed. 2. The International community should put pressure upon all fighting forces to end hostilities on innocent people. Around table conference should be initiated as a matter of urgency to bring all the rebel groups and Militias in Congo under discipline. The Political leadership in the Great Lakes Region, Religious leaders, NGOs, Chiefs, Business community, Politicians and the Population should be involved in restoring peace in Congo. 3. The UN should empower the government to train Police and Army which should be committed to protect the population and resources of the country. 4. There should be an Embargo upon all illegal trade of all sorts in order to build the Economy which should benefit all people of Congo. 5. The British Office for International Development should come up with mechanisms to encourage the Government of DR Congo to embark civic education for the population to stand as a force for their own welfare and the Nation. In conclusion, we join the Diocese of Bukavu to pray for unconditional release of REV. MULUME KULOLWA so that he continues with his pastoral work. We pray for all the displaced persons scattered in North ?Kivu Diocese, Bukavu Diocese and many other places. Congo Dear brothers and sisters in Christ, Since the beginning of the operation known as ??KIMYA I and KIMYA II??, the political situation in eastern D.R. Congo is worse and critical. KIMYA 1 is an operation by Congolese and Rwandese militaries sent by Congo and Rwanda governments together trying to track the FDLR (Interahamwe) who live as refugees in North Kivu and South Kivu provinces since 1994. KIMYA II consists to do the same operation by the Congolese army and Rwandese army in South Kivu province. These two operations aim to force by guns the FDLR (Interahamwe) to go back to their country Rwanda , where they have committed genocide in 1994. Now six months since KIMYA I and KIMYAII started but without success. Being angry with Congo and Rwanda governments fighting against them, the Interahamwe militias are now to revenge against the civilian people. From the forest, they attack the villages by making ambuscades over roads; looting of properties, sexual abuse, killing and other kind of violence. The following are some cases: 1. On October 24th 2009, we have been victims of fighting between the Interahamwe against Congolese army at NYAMIRIMA RUTSHURU in North Kivu , where we visited the parishes for confirmation. Till now, there is no peace in many villages around Goma town. 2. The night of November 21, 2009 the Vicar of the Anglican Parish of KAUNDJU / BUNYAKIRI, Revd KULOLA MULUME has been taken out to forest as hostage with other people by the Interahamwe, there they are tortured and nobody knows what will be their final sort. 3. A great number of our Pastors and believers of RUTSHURU, KATANA, KALEHE, BUNYAKIRI, MWENGA, SHABUNDA and ITOMBWE are victims and displaced. They have leaved their Churches, their houses, their fields and have gone in displacement some where else to look for safety areas. 4. We have a SOMA/UK conference at Bukavu town from 22 to 29 November 2009. All the Pastors are invited but some did not reached because of insecurity. The political situation in North Kivu and South Kivu Provinces still be instable. One can see a confusion among the militaries. Different groups in the same army. FARDC (Congolese army), FDLR (Rwandese army), MAIMAI (people militias) and NGUMINO (Banyamulenge). These groups are fighting one against another for unknown reasons, thus the civilian people are victims. Now Congolese are wondering what is MONUC?s role in D.R. People have suffered a lot and we do not see a quick way forward to end it. You are in our prayers and we do thank people like Bishop Michael Scott-Joynt who bear Congo in their heart and try to find other opportunities for intervention. Others who have access to 'powerful political leaders' could join Bp Michael to let those leaders to contact Interhamwe leaders hidden in Western countries to release our Priest and others taken with him. Unfortunately our intervention to the Congolese leaders will be without effect. As Bishop Michael said, Bp Bahati and others' identity should be protected as anything can happen in Kivu. It is largely made up of former interahamwe militias and ex-government forces responsible for the 1994 Genocide against the Tutsi. The UN experts? report that was leaked to the media ahead of its unveiling, says FDLR rebels have been able to use vast international networks to bolster their supply of arms and recruit extra soldiers. The network includes Spanish charities, Ukrainian arms dealers, corrupt African officials and even secret North Korean weapon suppliers. The UN experts say they tracked down 240 calls between Germany-detained FDLR leader Ignace Murwanashyaka, and his military commanders in DRC. These commanders also maintained contacts in 25 countries in Europe and America. ?Efforts to uproot the group whose members are accused for masterminding the 1994 genocide against the Tutsi in Rwanda have failed largely due to the FDLR?s ability to fund its campaigns through the illegal international mineral trade,? the report says. The report that comes out days after Germany arrested top leaders of the notorious group, hits at the European nation alongside France for allowing these fugitives to operate from their territories, directing military operations in Congo in an open violation of UN sanctions.? Two Spanish charities - the Fundació S?Olivar and Inshuti - which are funded by the government of the Islas Baleares Province and linked to the Roman Catholic Church - have been providing financial support to the FDLR, the report says. This report, short of any serious accusations on Rwanda instead hits at her neigbours Uganda, Tanzania and Burundi for illegal acts that aid and abate the survival of the rebel outfit. It says that since this year, FDLR and RUD-URUNANA have been recruiting hundreds of combatants from Rwandan refugee camps in Uganda, and in particular the camps of Nyakivale and Cyaka, ?under the noses of the Ugandan military which is supposed to have been preventing this.? ?Ugandan officials facilitate an illegal trade in gold mined from eastern Congolese sites controlled and taxed by the FDLR,? the report says. The report accuses Tanzania of making ?significant deliveries? of weapons and ammunition via Lake Tanganyika to the FDLR, and says Tanzanians are motivated by the need to retain influence over illegal trade with Congo. ?The FDLR maintain a relationship with Gen. Adolphe Nshimirimana, Burundi?s head of intelligence,? the report says. They described as ?suspicious?  an attempt by Burundian officials to in Malaysia 40,000 Steyr AUG assault rifles, which exceeded the needs of the Burundian police. It singles out a Bujumbura-based businessman Mutoka Ruganyira, a good friend of Gen. Nshimirimana, who plays a key role in the illegal export of gold from Eastern Congo. The damning report castigates MONUC for doing virtually nothing in the Congo and says it is partly responsible for the on-going mess. ?Companies are buying minerals from FDLR held territories in eastern DRC while middlemen are smuggling millions of dollars in gold to Dubai every year,? the report says. It calls upon the international community to step up measures to stifle FDLR?s support network which includes hard-line militant fugitives based in Europe and America as well as foreign sympathizers in catholic charities. The current developments come just days after reliable sources revealed the existence of a ?highly guarded secret and sensitive operation? being coordinated by some in the UN mission in the DRC (MONUC), to assist the FDLR. It was alleged early this month that MONUC officials were colluding to bring in medical assistance to a reportedly ailing FDLR commander, Maj. Gen. Sylvestre Mudacumura. A London-based specialist consultancy ? Resource Consulting Services (RCS) is currently undertaking research on the minerals traded in the Democratic Republic of Congo (DRC), Rwanda and Burundi. According to a statement released recently in London, the research, which is funded by the two European countries, is being carried out to develop a strategy on how to strengthen transparency in the regional cross-border trade in the region. ?The aim is to better understand the origin of minerals, reduce corruption at the point of export, and increase the fiscal benefit to the DRC.? reads part of the statement ?Building on RCS?s authoritative research on the link between eastern DRC?s conflict dynamics and the minerals trade, the project will develop a strategy to ensure that DRC minerals benefit the population rather than fund military groups? Several reports have indicated that renegade groups operating mainly in Eastern Democratic Republic of Congo, have been illegally exploiting minerals, especially Coltan, Cassiterite, Gold and Tin to fuel conflicts. The groups include the ragtag Ex-FAR Interahamwe or Democratic Forces for the Liberation of Rwanda (FDLR), considered to be the root cause of the region?s conflict and resultant human catastrophe. The terrorist group is made up of architects of the 1994 Genocide against the Tutsi in Rwanda. A UN Group of Expert?s Report on FDLR activities in the DRC has bared open, in detail, a vast international criminal network linked to the FDLR. It includes Spanish charities, Ukrainian arms dealers, corrupt officials and even secret North Korean weapons shipments. The report says that companies are buying minerals from FDLR-held territories in eastern DRC while middlemen are smuggling millions of dollars in minerals mainly to the Middle East every year. Both Governments issued out communiqués yesterday announcing decisions to bury the hatchet and restore ties.  Earlier, President Kagame received a message from his French President Nicolas Sarkozy, delivered by Sarkozy?s Chief of Staff, Claude Guéant. The President also had a telephone conversation with President Sarkozy in which both leaders discussed the process of normalizing relations between the two nations.  Minister of Information, Louise Mushikiwabo told reporters that the decision to restore ties has been a result of ?a long process that started when President Sarkozy came to power ? and not something that just came out of the blue.? The sour relations between the two countries date far back to the time when the Rwandese Patriotic Front (RPF) took power in Kigali ousting an extremist regime propped up by Paris? previous government. Relations hit lowest moments when French judge Jean Louis Bruguiere issued out indictments against senior Rwanda government officials, allegedly for downing a jet that carried former President Juvenal Habyarimana. ?This is the culmination of extensive consultations between Rwanda and France at many levels. Today, Presidents Kagame and Sarkozy spoke on the phone and agreed to immediately start the process of normalization of relations between Rwanda and France, including the re-opening of diplomatic ties,? Foreign Affairs minister Rosemary Museminari said. A communiqué issued by government said that since cutting ties with France in November 2006, Presidents Kagame and Sarkozy have met twice, first during the EU/Africa Summit in Lisbon in December 2007 and during the UN General Assembly in New York in September 2008. French Foreign Minister Bernard Kouchner has previously travelled to Kigali twice, and Rwandan and French officials have held several discussions in an effort to find common ground, according to the statement. Earlier yesterday, Sarkozy?s chief of staff told reporters in Kigali, that since the election of President Sarkozy, his government has made efforts to turn the page and normalize relations with Rwanda. He pointed out that the moment had come to work together with Rwanda on issues of common interest. At the press briefing, both Ministers of Foreign Affairs and Information reiterated that the move to reinstate relations is consistent with Rwanda?s policy of maintaining good relations and cooperation with all bilateral and multilateral partners. The statement underlined that France is committed to supporting peace initiatives in the Great Lakes region and in addition pledged to ?contribute actively in reinforcing actions of the international community against people responsible for the Genocide in Rwanda and armed groups who are destabilizing eastern DRC.?  The development comes after two senior investigative judges, Michele Ganascia and Fabienne Puos from the Paris Court of Higher Instance recently visited the country to investigate cases of Genocide fugitives residing on French soil. France is home to many suspected genocide perpetrators, some already indicted by both the Rwandan government and the ICTR, especially the likes of Agathe Kanziga Habyarimana, wife of former president Juvenal Habyarimana and a key member of ?Akazu.?
