Le 13e Synode diocésain de Boga avait eu lieu à Boga du 28 Août au 05 Septembre 2008. parmi les points inscrits sur l'Ordre du Jour figurait la prière, le partage général, l'écoute des rapports des archidiaconés et des différents ministères diocésains, la restructuration administrative du diocèse, adoption de la Constitution et des Canons diocésains et la planification du ministère diocésain pour cinq ans avenir. Une semaine des assises était prévue pour épuiser ces important points. Le synode a officiellement été clôturé par l'autorité politique du territoire, le Chef de Poste d'Etat résidant à de Boga au court d'un culte d'ensemble d'ordination de deux diacres et de deux prêtres, Mukura et Dumara Bomera, en la Cathédrale Apolo Kivebulaya. Fait à Boga le 04 Septembre 2008 Le 13e Synode du Diocèse de Boga] La situation d'insécurité : Le 13e Synode s'est bien déroulé comme prévu par la providence de Dieu. Malgré la guerre qui avait commencé deux jours après son ouverture au niveau de la localité Bukiringi située a 17 km de Boga, les membres ont bien su maîtriser la situation à tel point que le traumatisme de la guerre n'était pas visible sur la figure d'aucun. La fin du Synode, les délégués de Aveba, de Gety et de Bunia devaient voyager en convoie avec nous par une voie forestière non fréquemment fréquentée parce que la route habituelle entre Boga et Bunia n'est plus utilisable à cause des affrontements quotidiens entre les militaires de l'armée gouvernementale et les forces rebelles apparemment devenues plus puissantes. Nous avons passé deux jours sur une très mauvaise route à travers la forêt avant d'atteindre la ville de Bunia. Sorti de la forêt, nous devrions nous reposer à Eringeti, une localité du Nord-Kivu située à la frontière avec la province orientale, afin de donner l'occasion aux compagnons de se rationner. Nous étions tous au nombre de quarante deux qui devaient se rendre à Bunia le lendemain, les autres membres du synode étant restés chez eux à Tsabi et a Bwakadi. Au même moment certains amis et certaines autorités administratives de Bunia nous avaient conseillé de ne pas traîner à Eringeti étant donné que les militaires prenaient des positions sur la route entre Marabo et Bunia pour combattre les rebelles qui occupaient déjà la localité de Songolo. Nous devrions quitter malgré notre fatigue pour gagner Bunia avant que la nuit ne tombe. Quelques heurs après notre arrivée à Bunia hier soir, la route était fermée et les combats se déroulent aujourd'hui à Kombokabo, située à 16 Kms de Bunia. Mais Bunia est encore paisible. Mais les prix des produits des denrées alimentaires sont très rehaussés à cause de l'inaccessibilité des marchands aux marches des localités rurales d'alentour et la prudence des commerçants de faire entrer leurs marchandises dans la ville. On nous signale que hier certains camions des marchandises ont été fusillés et pillés en voulant entrer dans la ville. Nous sommes maintenant appelés à encadrer non seulement tous les délègues du synode de la région gagnée par les hostilités et leurs familles mais aussi plusieurs autres déplaces. Nous avons recensé ce matin un nombre de 48 familles à la disposition de l'église anglicane. Aux environs de la ville, sur la route de Gety et Boga, il y a déjà à Kotonu, un regroupement de 7,000 personnes pendant que d'autres continuent à venir ! Ces peuples arrivent sans rien sur eux. Ils ont besoin de la nourriture, des soins de santé, couvertures et des bâches pour abri pendant cette saison des pluies. Certaines ONG comme WVF essaient d'intervenir pour la ration journalière mais elles sont submergées parce que la guerre est venue d'une façon inattendue. Pourquoi encore la guerre ? Voici certaines raisons avancées : 1.. Les rebelles accusent le gouvernement d'être injuste et très corrompu pour leurs chefs des guerres qui sont toujours en détention provisoire dans les prisons du Congo et à la Court Pénale Internationale pendant que d'autres chefs de guerre privilégiés sont dans le gouvernement. 2.. Ils veulent chasser les rebelles ougandais et rwandais se trouvant sur le sol congolais et qui font subir à la population congolaise des sévisses inhumaines. 3.. Les militaires congolais qui sont supposés combattre la rébellion sont très mal payés et ont tendance à dépendre de la population pour leur survie pendant que leurs chefs mènent une vie très aisée. 4.. Le gouvernement n'avait pas réussi à son programme de démobiliser et de réinsérer dans les communautés les anciens combattants des groupes armés de l'Ituri malgré l'aide financière considérable de la banque Mondiale a cause du haut degré de la corruption dans ses structures administratives. Ces jeunes miliciens d'hier sont facilement récupérables par la rébellion actuelle qui n'a plus un caractère tribal. Tout en reconnaissant que votre soutien en prière est très appréciable et a été effective pour nous sortir de beaucoup de risques, il nous est difficile de nous contenir sans pour autant lancer un appel s.o.s pour l'aide matérielle à ces milliers des personnes très vulnérables. Richard Sezibera, the President’s Special Envoy to the Great Lakes Region, has said that claims by Atoki Ileka, the Democratic Republic of Congo’s UN envoy on Wednesday are ridiculous. Among others, the Congolese envoy said DRC authorities had observed concentrations of Rwandan troops along the border in Rwanda and that this suggested an imminent attack on his country, a claim termed as false by Amb. Sezibera. “The comments by the Congolese representative to the UN are absolutely as false as they are contemptuous,” Sezibera told reporters at his offices yesterday. “They also show the problem the DRC has and how that government will find it difficult to resolve it” “First of all, claims that Rwandan troops are in the town of Goma are ridiculous, Goma is the Headquarters of MONUC,” he pointed out, explaining that the UN force would have substantiated had it been true.  “They also claim that Rwandan troops are in Rumangabo. This is false. Rumangabo was captured by the National Congress for the Defence of the People (CNDP) and the area also had a strong Uruguayan MONUC contingent,” he added. DRC rebel General Laurent Nkunda’s forces seized the military camp of Rumangabo, 50 kilometers north of the provincial capital Goma in the east of the DRC Wednesday. On the allegation by the DRC that Rwanda was amassing troops along the border, Sezibera again,found the claim to be absurd. “He [Ileka] talked about troops along the border. This is again very ridiculous because it is not the DRC government to determine and decide where Rwanda deploys on her own territory. So, clearly, there is an attempt by the DRC government to direct attention away from the real problem on the ground and blame others , which is what they usually do,” he said, going further to explain the nature of the problem. He reiterated that the real problem was that the DRC has decided to have close collaboration with the FDLR, among others. Government, Monday, exposed and condemned the alliance between the DRC army – Forces Armées de la République Démocratique du Congo (FARDC) and Rwanda’s former genocidal forces Interahamwe now regrouped under Forces Democratique pour la Liberation de Rwanda (FDLR). The FDLR are remnants of the former Rwanda army (ex-FAR) and Interahamwe militia that spearheaded the 1994 Genocide of Tutsi in which over one million people gruesomely perished. In the on-going fighting between the DRC government and Nkunda’s rebels, the FDLR and Ex-FAR/ Interahamwe are being used and are fighting alongside the Congolese forces, all flouting earlier peace accords. They include the Lusaka Agreement, the Pretoria Agreement, the Nairobi Communiqué, a UN resolution 1804, all which recognize the fact that FDLR, among others, is the central problem in the region’s security.  “Congolese commanders on the ground are involved with the FDLR units,” he said, going ahead to name several FDLR units involved. “That is unacceptable, which is why the government of Rwanda has complained to the government of the DRC. We also requested the international community to condemn this collaboration,” he said.  The Minister of Foreign Affairs and Cooperation, Rosemary Museminali Monday met members of the diplomatic corps and conveyed deep concerns over the dangerous alliance. “The information shared with the envoys was confirmed in the meeting. It is not the first time we shared this kind of information, MONUC knows and so do other NGOs such as the ENOUGH project,” Sezibera added, stressing that what is remaining is for those who were in the meeting to act. In a BBC radio interview monitored in Kigali, Monuc’s militaryspokesman Lt. Col Jean-Paul Dietrich, said that they had evidence of FARDC having joint operations with FDLR. Rwanda was the first to denounce the military cooperation between both parties though the DRC government has always denied it. “We have seen evidence of these collusions,” he said. Fighting erupted more than two weeks ago in South Kivu between Laurent Nkunda’s National Congress for the Defence of the People (CNDP) and a coalition of government forces, Rwandan rebels of the FDLR and other smaller militias. The spokesman also denied claims by the DRC that Rwandan troops were fighting alongside Nkunda. “We have no evidence of those allegations,” Dietrich told a BBC reporter. In the meantime, CNDP has accused Monuc of handing over Rumangabo barracks back to the government forces, contrary to an agreement between the rebels and the UN body. The strategic barracks fell into the hands of the rebels early this week but pulled back after a meeting between Nkunda and the EU special envoy in the region, Ambassador Van de Geer at Kilorirwe in Masisi territory. CNDP spokesman, Bertrand Bisimwa told The New Times yesterday that the rebels had agreed to pull back on three conditions: To have direct talks with the Government of President Kabila in a neutral country; Rumangabo to remain a buffer zone; and FARDC to pull out of the areas that were originally a buffer zone. “We were surprised to learn that Monuc handed over the barracks just hours after we had handed it over,” said Bisimwa, adding that their voluntary returning of the captured barracks was a gesture of goodwill towards having a peaceful settlement to the conflict. “But President Kabila does not want to talk to us. He is calling on the population of Kivu to help him destroy us. We do not think he really wants peace,” alleged the spokesman. (Net photo) BY EDMUND KAGIRE The International Conference on the Great Lakes Region (ICGLR) has come out to strongly condemn the deteriorating security situation in the Democratic Republic of Congo, terming it a major setback to the regional peace process. A statement from the ICGLR Secretariat says that the renewed fighting in the Eastern part of the DRC in North Kivu Province between the National Congress for People’s Defense (CNDP) and the Armed Forces of the Democratic Republic of Congo (FARDC) has aggravated the fragile situation in the Eastern Part of the Country. According to the statement, this has undermined the various regional and international initiatives aimed at searching for a durable solution to protracted problems of instability posed by the continued presence of armed groups in Eastern DRC.   “The ICGLR firmly condemns the renewed violence, which has caused massive displacement of innocent civilian populations and created a fresh humanitarian crisis,” says Amb. Liberata Mulamula, the ICGLR Executive Secretary. The body made up of Rwanda, Burundi, Uganda, Kenya, Tanzania and the DRC among other states has also raised concerns over the continued recruitment of child soldiers by armed groups in the DRC as well as increased acts of rape of women and young girls perpetrated by the rebels. The ICGRL has also called upon states which signed the L’Acte d’Engagement in January 2008 during the Goma Peace Conference to show commitment and act fast towards eliminating conflict and also support the AMANI regional framework on peace which looks for viable solutions towards conflict resolution in the Great Lakes Region. In a related development, the ICGLR has also condemned the renewed activities of the Lord’s Resistance Army (LRA) rebel group led by Joseph Kony, which has reportedly attacked the Oriental Province and parts of Southern Sudan, killing scores of people and kidnapping 19 others, at a time when peace was thought to be returning in Northern Uganda and a peace agreement in the offing. The government wants to see all public servants speaking English so they can communicate with their counterparts in the region, a source in the ministry told Sunday times on Friday. The development comes after Rwanda became a full member of East African Community (EAC) and applied for Commonwealth membership. According to the Minister of Public Service, Anastase Murekezi, English training programmes will commence as early as possible to equip workers with the predominant global language. He explained during a telephone interview on Saturday that public services workers need to know English for a better understanding of various documentations in EAC, COMESA and around the world.  “We shall begin with our ministry before the programme is applied to other ministries. It will be facilitated by government,” Murekezi said. He said that it is better to use a language that is widely spoken across the globe as Rwanda tries to reach as many countries for business opportunities. “For example, in our region apart from Burundi and the Democratic Republic of Congo (DRC), a French speaker going to the other countries would have to use the services of an interpreter,” he said. He added that even in Europe, of the more than 20 States that make up the continent, there are not more than three where the French language is spoken. “In the rest of the countries, no one will have time for you if you speak French,” Kagame pointed out. A cabinet meeting last week directed the Ministry of Education to expedite the programme that will make English the medium of education in all government-funded schools right from primary level to institutions of higher learning. According to minutes of the meeting, the major reason for this is to make Rwanda more competitive in both the East African Community and the International Community at large. “We have to make a choice on language depending on which languages the countries we stand to benefit from most use,” said Kagame. The President also emphasized that the major reason is not to just master the English language but the knowledge to be gained in other disciplines like sciences. “It is not just the languages that will develop this country but the knowledge we get using these languages…emphasis should be put on science subjects like mathematics,” he told the teachers. He urged the teachers to always emphasise discipline in their pupils saying that knowledge without discipline is useless. During his visit to the school which has 695 students, the President conducted a class-to-class tour and interacted with pupils from primary one to six. According to the headmistress, Dancille Mukacyemayire, , EPAK has a teaching staff of 15. The President lectured the pupils on discipline and being patriotic and working hard in class to become responsible future citizens and leaders. The children had time to list out their problems the most  prominent being the acquisition of laptops to help them in school. After a series of similar requests from the school children, the President suggested that a temporary measure be taken before the school benefits from the countrywide One Laptop Per Child (OLPC) programme. “Let them first get demonstration PCs at least one per class as they wait to benefit from the one laptop per child programme,” the President instructed Theoneste Mutsindashyaka, the State Minister for Primary and Secondary Education. Gen. Laurent Nkunda and a coalition of the Armed Forces of the Democratic Republic of Congo (FARDC), Democratic Forces for the Liberation of Rwanda (FDLR) rebel forces and other smaller militias resumed on Wednesday with the Nkunda forces capturing several hills surrounding the Goma-Rutchuro road. The renewed fighting comes days after a ceasefire that followed the capture of Rumangabo barracks and a meeting between Nkunda and EU special envoy in the region, Ambassador Van de Geer. The meeting led to CNDP’s withdrawal from the barracks on some conditions. In an interview with the press on Wednesday, Nkunda confirmed the renewed fighting. Sources on the ground said that the FARDC fighting alongside the FDLR were on the same day (Wednesday) repulsed at Kikuku and Nyanzale in the general area of Tongo in the eastern DRC. After the repulsion of the FARDC forces by the CNDP, President Joseph Kabila, who is said to have been closely following the fighting, ordered North Kivu Governor Julien Paluku to announce that all warring groups cease their hostilities and respect the disengagement plan. The announcement was made both on Congolese National Radio and Television (RTN) and Radio Okapi which airs in the eastern part of the country. However, despite the announcement, sources confirm that an impromptu command meeting that brought together several high ranking officers within the ranks of FARDC was called Wednesday night. “The command meeting of the 8th military region was convened in Goma chaired by the Regional commander Brig. Gen V. Mayala and was attended by some Sector, Brigade and Battalion commanders,” confirmed a source who was in attendance. According to the source, this meeting resolved, among other things, to change military strategies by halting attacks on CNDP forces in Rutchuro in order to focus on the CNDP Masisi stronghold. “The meeting also resolved that FDLR units supporting FARDC should not be allowed to mix with FARDC but instead be given their axes of fighting so as to minimise possible leakage of information of ongoing collaboration with government,” said a source who attended the meeting. The FDLR is a militia force comprising perpetrators of the 1994 Tutsi Genocide and has been listed as a negative force by the tripartite plus joint commission, a regional security platform. When contacted to confirm the details of the meeting, Col. Delphin Kahimbi, who is in charge of operations of the 8th military region, said that he could not speak since he was in a meeting. “I am not free to talk now because I am in a meeting,” Kahimbi who attended the command meeting said. Also efforts to contact both Chikez Diemu, the DRC Minister of Defence and Col. Jonas Padiri, the 82nd Brigade Commander, were futile as their phones were switched off. Padiri was also reportedly in this meeting. Our sources further confirm that yesterday morning, a combined force of FARDC and FDLR attacked CNDP in the areas of Mweso and Gashuga and the battle was reportedly still raging by press time. The fighting was going on in different parts of the eastern Congo but casualty figures on both sides were not readily available by press time. After last week’s meeting between Nkunda and Ambassador Van de Geer, the former had requested for talks with Kabila in a neutral country, a suggestion to which Kabila has apparently been adamant to heed. Fighting between Laurent Nkunda’s CNDP and a coalition of government forces, Rwandan rebels of the FDLR and other smaller militias erupted in August for the first time following the signing of a ceasefire agreement between the warring parties in January this year. Bishop Augustine Ahimana was elected to represent the newly created Kivu Diocese, while Nathan Gasatura will head the Butare Diocese. Talking to The New Times yesterday, Rev. Ahimana said that he would focus on the economic and spiritual growth of his flock. He explained that his approach will entail validating ideas and coming up with the best solutions for problems in the society. Right now it is too early to have an agenda, but together with prayers of course we shall come up with a better plan of how to improve the community, Ahimana said. He underscored that the population needs to balance all aspects of life; growing economically as well as spiritually. Kivu Diocese has over 60 Anglican parishes with approximately between 96,000 to 192,000 followers. The Churchs Spokesman, Grace Mugabe, said that the diocese was created because the Anglican Church was growing hence calling for the creation of a new Diocese in order to serve the congregation better. Mugabe explained that the Anglican Church was prepared to restore the dignity of the Church that was ruined during the 1994 Genocide of Tutsis. The Archbishop of the Anglican Church of Rwanda, Emmanuel Kolini, urged the new Bishops to foster love and unity among Rwandans. Il y a meme un nouveau systeme simple de se connecter sur le reseaux locaux de communication en utilisant un modem qui coute environ 350 USD. pour ce qui est de Mgr Isingoma, il nous a informe qu'il sera absent de Bunia pour les raisons de visite aux deplaces. Donc necesairement il est hors reseau telephonique. La situation semble se calmer avec l'intervation des militaires de la FARDC avec l'appui de la MONUC. Le probleme est surtout Politique interne de notre Pays qui reste impuissante. They have also cut off the Goma-Rutchuru route which is the main supply route for the FARDC from Goma. According to reliable sources, the rebels launched a lightning dawn attack on the barracks sending the combined forces of the government army (FARDC) and their FDLR allies in disarray in the Virunga National Park. By the time we went to press, fighting was still reported at Karengera where the government’s 6th brigade is located. FARDC also lost the strategic position of Rugari thereby giving CNDP complete aerial control. FDLR (Forces Démocratique pour la Libération du Rwanda) are remnants of the former Rwandan army (ex-FAR) and the Interahamwe militia responsible for the 1994 Genocide of Tutsis. Rumangabo barracks first fell into the hands of the rebels on October 7 but they later handed it over to UN peacekeepers (MONUC) after a meeting between rebel leader Gen. Laurent Nkunda and the EU special envoy in the region, Ambassador Van de Geer at Kilorirwe in Masisi territory, on conditions that the army base remains a buffer zone. CNDP later accused MONUC of handing the barracks to FARDC. Rebel sources said the retaking of the barracks was in retaliation to a series of attacks by a combined force of four FARDC/FDLR; two battalions from the FARDC’s 2nd Brigade and another from the 9th were joined by FDLR’s 3rd battalion commanded by Lt. Col. Mark Ndinzimihigo who was also the overall commander of the operation. Our sources in Goma revealed that FDLR had been taking a more active role in the fighting in recent weeks because the morale of FARDC had been dealt a severe blow over recent losses. There is also suspicion within the FARDC ranks that some among them are collaborating with the enemy. The FARDC is co-located with FDLR in several locations; Gikuku, Tongo and Nyanzare of Masisi where FDLR 1st battalion (Bn) is collocated and supports the 7th, 13th and the 15th FARDC brigades, The FDLR reserve brigade is also co-located with FARDC’s 8th and 14th Bns in Kalehe and Minova. A communiqué published by the DRC on October 19 had claimed that over 1,200 FDLR combatants had been voluntarily repatriated between January and the beginning of September. Speaking to The New Times on Sunday, Sayinzoga, refuted these figures saying that the ones they have are very different from the DRC’s assertions. He said the figures quoted by the DRC were false and that even the UN peacekeeping forces (MONUC) could vouch for it. “The figures we have speak for themselves, they are nowhere near the mentioned figure and MONUC is aware of that,” he said. Efforts to get a comment from MONUC’s military spokesman on the phone were futile and even an email sent to him remained unanswered all through the weekend. Recent meetings of the task-force of the Joint Monitoring Group (JMG), have called for more tougher measures to be brought against the negative forces, especially their political leaders in Europe and the US to compel them to adhere to the disarmament process. Immigration officials at the Goma-Gisenyi border in north western Rwanda confirmed that very few people have passed through the border since the beginning of the year. Under the Nairobi Communiqué signed in November 2007, the DRC was supposed to forcefully disarm and regroup the combatants for possible repatriation or relocation for those unwilling to return to Rwanda. The idea of relocation in the DRC did not go down well with the DRC’s Special Envoy to the talks, Ambassador Seraphin N’gwej. In a JMG meeting held in Gisenyi on June 4, N’gwej was quoted in the minutes of the meeting saying that “... relocation of members of the Rwandan armed groups would meet with considerable resistance in the communities in which they would be located; this would require some form of compensation for the communities affected, even if relocation would be of a temporary nature.” Observers say the Nairobi Communiqué as well as other numerous agreements to end the conflict in the eastern DRC will remain a dead letter as long as there is no political will on the side of the DRC, and its continuous dependence on the FDLR to fight its wars. On leadership and governance again, he underlined that leaders must endeavor to set the best example even though he acknowledged that it was always a challenge. Humility is important, he said, adding that this didn’t mean he was perfect but was always working hard to do what was good for the nation. Zeroing in on the Rwandan perspective, he said that there are many challenges – some faced by the country on its own and others going beyond borders. He urged leaders to seek for the liberation of all Rwandans and Africans in general, for as he believes, this is the biggest component. While expounding on the right to a better life and explaining the real context of the matter of liberation, he expanded on what some have seen as a question of the French language being swallowed up by English. He said that these languages are simply conveniences and that Rwandans are one in all possible ways, including their language and culture. The central thing is believing in God, he said. He added that in order to understand this, one must be liberated in the head and the heart. The changes come at a time when FARDC lost ground and a major military base, Rumangabo, to rebels of the National Congress for the Defence of the People (CNDP) led by Gen. Laurent Nkunda. Diemu was replaced by Charles Mwando Nsimba, also from the ruling People's Party for Reconstruction and Democracy (PPRD) while Nyamwisi, who was given the lowly ministry of decentralization, was replaced by Justice Luzolo Bambi Lesa. Most of the key ministries remained in the hands of Kabila’s PPRD. While Tchikez Diemu was not given any other appointment, observers believe Mbusa’s was a polite demotion because he had failed to rally the international community on the side of the government in his war against Nkunda. A Congolese high school teacher, who did not want his identity revealed, but who comes from the same tribe as Mbusa Nyamwisi – the Nande¬ – explained that Kabila could not afford to lose Nyamwisi at this time because the latter enjoys wide support in his home region North Kivu. “Kabila has been clipping his wings slowly. First he was the ministre d’état (super minister), then he was made a simple minister of Foreign Affairs,” said the teacher. Another source in Goma said that the firing of Tchikez Diemu, one of the Kinshasa hawks who were rooting for a military solution, does not change the war logic. “If the reshuffle Kabila made was a change of direction – to seek a peaceful settlement – then he should have replaced extremist commanders like Kayembe deputy regional brigade commander, Jonas Padiri and David Rugayi. I think he is digging in,” he said. Meanwhile Monday afternoon the rebels were just 16km from Goma as fighting was reported in Kibumba. Rebel sources also said the government army (FARDC) and their FDLR (Rwandan rebel group) allies clashed with CNDP at Biruma, Katale, Bushenge, Rumangabo and Rugali. Four of the five government positions fell into the hands of the rebels. CNDP spokesman, Bertrand Bisimwa said that the FARDC had fled leaving the fighting to FDLR. He claimed MONUC was patrolling close to the FDLR positions and were preparing to give the Rwandan armed group air and artillery support to regain the lost ground. “We were very surprised to see MONUC patrolling close to FDLR. DRC has failed to implement any of them. On the issue of a potential Summit between the two Heads of State, Kagame replied that it was not the priority at the moment. He said that implementing what was agreed before was more important in order to avoid piling more agreements that would remain dead letters. However President Kagame suggested a way forward: both Presidents could continue having consultations by phone as they usually do, and that an exchange of envoys could pave the way forward to a face-to-face meeting.  Alexis Thambwe Mwamba was appointed Foreign Affairs minister over the weekend, replacing Antipas Mbusa Nyamwisi.
