They shot and looted the civilian population during the night. Many shops have been pillaged and hoouses broken into. A whole family (9 people including a breastfeeding baby) has been killed in Katindo area. Several corpses were found in the morning in the streets, the majority being the corpses of Congolese soldiers killed (presumably by the MONUC) while they rwere looting. Colleagues and partner organisation in Goma are all safe. Since yesterday afternoon, NGO and UN staff have been asked to regroup at assembly points designated by the MONUC for possible evacuation. This morning, Goma is almost a dead city as people are retrenched in their houses not knowing really know what is happening. Yesterday evening, panic caused by retreating troops, by rumours of the CNDP entering Goma and by the movement of the displaced people from Kibumba who forced their way into Goma (they were blocked from entering Goma on Tuesday) created a displacement of a number of people toward the neighbouring Sake region in Masisi. Its is reported that most of those who left Goma for Sake are the families of the retreating Congolese soldiers. The majority of Goma population stayed at home. For the moment, it is not possible to evaluate the scale of the disaster created by this situation. We hope to get more information in the coming b) Situation in Lubero Lubero is a region situated +/-150 km North of Goma town. Since the beginning of the fighting, wounded soldiers and civilians together with other displaced peole have moved to Kanyabayonga, Kayna and Kirumba cities situated in Lubero. Yesterday, tension was noticed among the population following the increasing number of retreating troops and wounded soldiers in the region. All Internataional NGOs have evacuated their personnel toward Butembo and Beni. It is feared that if Goma fall to the rebel, the retreating soldiers will commit brutalities on the population. Most of the displaced people in Kanyabayonga are the families of retreating soldiers, mostly their wives. We continue to monitor the situation and will keep you informed of the development. We need to be prepared for a rapid response to this situation. However, from the present point it is difficult to determine what will be next step of both groups. While some non-governmental organisations, including ACT members, have been able distribute some small amounts of aid, no one can provide any consistent assistance to those between Kibati and Rutshuru, or identify where the nearly 50,000 former inhabitants of the destroyed internally displaced persons (IDP) camps have gone. ACT members in eastern DRC continue to work together to respond in the face of very difficult security and operational circumstances. An ACT aid worker shared the following first-hand report from an initial assessment mission: --------------- The road to the rebel-held zone of Rutshuru was surprisingly smooth -- not a single check point, very few soldiers on the road, roadside commerce picking up little by little. Moreover, it was probably the closest to a paved road I had ever seen in DRC. However, the signs of last week’s fighting were visible in many ways. Although many people had begun their way home from Kibati where they had spent a week without shelter and food, a colorful crowd of thousands of IDPs were still queuing up to receive a few protein biscuits and some material assistance from the aid agencies that were gradually resuming their aid operations after the area was declared somewhat secure. Small groups of families were cautiously making their way home by foot, with their few belongings on their heads, babies on their backs and small children courageously keeping up the pace of return. Arriving at the entry point to Kibumba, the signs of the most intense combat of the year were evident: piles of empty ammunition boxes and shells, torn off shirts and jackets of soldiers with blood stains, and a massive telecom antenna that had collapsed to the ground in the cross fire. As we arrived in Rutshuru town, where we were supposed to stay overnight, we began hearing shooting in the neighboring town of Kiwanja. First it was just sporadic machine gun fire, but very soon it turned into an exchange of heavy artillery fire. The echoes of the fighting made it clear that there was no way for us to get to Kiwanja - where we had expected to meet with local church-based organisations that could have given us some indication about where all the people had fled from the IDP camps a few days ago. We had no choice but to return to Goma. On the way back, we decided to stop in a village a few kilometers south from Rutshuru town, and was also badly affected by last week’s fighting. Heavy fighting lasted for three days, during which the entire population of the village fled their homes to other towns, just to return in a few days and find their property looted and destroyed. We had the chance to speak with the heads of two local ACT-supported organisations to get information on the situation after their own families returned home a few days ago. "Some displaced families were staying here in our compound, but they were forcibly driven away. Then they told us that we too must leave. They chased us away saying they would come here and fight bitterly," said Elisabeth*, who runs one of the local organisations. She and her family fled to a neighboring village along with the IDPs that they had been accommodating in their home. As soon as the echo of bombs and gunfire silenced, they returned to see what was left of their property. Almost 40 houses were completely destroyed and entire families inside those houses were dead. Another 170 houses were badly damaged by bullets and grenade fire. Elisabeth’s house was fortunately still standing, but the office of her organisation was looted. "They slept right here in this space, and here in the office and the warehouse they just took everything they could: sewing machines, the computer - everything. And the rest of the things are just broken and thrown all over," she said shaking her head while taking us to a tour of the ravaged offices. "Look, they even slaughtered and ate our animals! Not one goat, not one chicken to be found," she said pointing at the empty shed where they used to have a small livestock breeding project for the benefit of vulnerable women. We asked if they had any idea where all of the IDPs that had been expelled from the nearby camps had gone. Elisabeth sighed heavily. "Regardless to all we have been through here... we are lucky to be back in our homes, even the water supply is still working. Those from the camps… they were dispersed to all directions. Most of them rather hide somewhere because they are afraid." Elisabeth told that some of the IDPs had no choice but to try and cross the Virunga National Park area to go towards the town of Kanyabayonga in the northwest. The areas to both north and south were battle fronts, and some were not able to get across to the eastern side of the village as fighting had already begun. "Many of them died on the way - so many. You know there’s nothing to be found in the park. No water, no food. The weakest just died out of thirst and exhaustion. Especially children, pregnant women, old and ill people… The quantity of miscarriages… and the amount of cases of sexual violence, I don’t even dare to count." GOMA, DR CONGO, 10 November 2008--While official figures of newly displaced people in crowded camps around Goma are still being determined, another reality of displacement remains in the shadows: the thousands of families who have opened their modest homes to fleeing strangers. Although these displaced persons do not appear to be immediately at risk of malnutrition and disease like those jammed into camps, they are weighing on the meager resources of their hospitable host families -- and feeling undignified for having to do so. In a meeting last week with a pastor in the western suburb of Keshero outside of Goma, an ACT assessment team learned of the needs within the area. The pastor had compiled a list of host families with the numbers of people each was housing. As many aid groups work to assist those in displaced person camps, ACT members are working through church and local networks to identify needs and prioritise assistance for the largely 'invisible' displaced families and the increasingly vulnerable communities who are hosting them. Initial plans for assistance include support for an estimated 60,000 people, as well as water and sanitation support for significantly more families. According to the local pastor's list, Maria Buira's family had opened their doors to 18 people that had fled from Masisi. Among the people that she accommodated was her elderly mother along with a group from the same village. Standing at the entrance of her small wooden house in the heat of the midday sun, Maria said, "I couldn’t turn them away, but as they became too many, I started to look for other places for some of them to stay. My house is small, you see.” She identified the owner of an unfinished brick building around the corner and convinced him to unlock the gate to allow additional displaced families to camp at the construction site. At the unfinished doorstep of the skeleton of a brick house, three families camp under the clumsily erected roof. Twagira, a 23-year-old mother of four children was sitting on a pile of bricks, holding her six-month-old youngest child, who was born into displacement. Twagira and her husband had left their village of Tongo for the first time in January. "We came all the way to Goma, because there was no security closer to our home village. By April we decided to return to at least try and cultivate our fields and produce a living… but had to flee again in July. Here in Goma we are at the mercy of others, there’s no land to cultivate. My husband goes out in town every day and looks for little things to do here and there to get paid 200, 300 francs [less than US $0.50] for doing small things for others," said Twagira. In addition to poor shelter conditions for some families, the vulnerability of host communities is also increasing. With the arrival of those who fled, the need for firewood can double or triple for long periods of time and the surrounding environment is beginning to suffer from deforestation. Twagira did not pronounce a word of complaint about their current living conditions at the construction site. When asked if they were uncomfortable at the construction site, she said, "There are no latrines. When it rains the water comes inside. We do not have mats, we sleep on those rocks… We just want to go home." Byamungu, an 18-year-old young man who assisted the ACT team with their visit to the community, looked at children returning from school with envy. "I was in the third grade of secondary school back home. I did not run away under gun fire -- I left because I heard the war was coming. And every time the war is coming, they come to the villages and recruit young boys by force. I did not want to become a fighter. I want to go back to school, but now I’m just concerned about helping out the family that is housing us here. I spend all day looking for small errands to do, to be able to bring at least something back to our host family at the end of the day." Many of these 'invisible' displaced families have already fled twice in a period of six months. An elderly couple, Papa Banzoa and Mama Pascaline, now staying at Maria’s house, arrived in Goma after the latest wave of fighting. Although the sounds of battle were not yet heard in their village of Munigi, the crowd of people fleeing towards Goma worried the old couple. "We saw all these people running, running, so we decided to leave too. We are old and weak, so we just walked slowly until we reached Goma. We did not bring anything with us. By the time we got to the borders of the town, the crowd with whom we started to flee had dispersed here and there. We were among the last ones to reach Goma. These people kindly opened their home to us, we are just staying here for now," Papa Banzoa explained, who is ill and has no means to get treatment. As violence ensues, families continue to run for their lives leaving everything they had just rebuilt to be destroyed once more. Maria’s mother, who had fled to Goma from Kitchanga earlier this year, said that she heard from other people from her village that her house had been looted and that there was little left. When asked whether she plans to return, she replied: "Let me ask you something: Is it over? Is there no more war?
